Mental retardation is present in about 2 to 3 percent of the population. It can be defined as cognitive ability that is markedly below average level and a decreased ability to adapt to one's environment. The onset of the condition occurs during the developmental period, i.e., gestation through age 18 years.
Mental retardation comprises five general categories: borderline, mild, moderate, severe and profound. Categories are based on scores obtained through use of age-standardized tests of cognitive ability.   Mental retardation may occur as part of a syndrome or broader disorder but is most commonly an isolated finding.
A number of environmental, genetic or multiple factors can cause mental retardation. Unfortunately, in approximately 30 to 50 percent of cases, the etiology is not identified even after thorough diagnostic evaluation.4,5 Some persons have a congenital malformation of the brain; others had damage to the brain at a critical period in pre- or postnatal development. Acquired causes of retardation include near-drowning, traumatic brain injury and central nervous system malignancy.
Prenatal causes of mental retardation include congenital infections such as cytomegalovirus, toxoplasmosis, herpes, syphilis, rubella and human immunodeficiency virus; prolonged maternal fever in the first trimester; exposure to anticonvulsants or alcohol; and untreated maternal phenylketonuria (PKU). Complications of prematurity, especially in extremely low-birth-weight infants, or postnatal exposure to lead can also cause mental retardation

I have seen in many families that 1. all are mentally retarded except one 2. all are Brilliants except one who is mentally handicapped.
I discussed about these with many Medical Experts...they Said it is due to Genetics. I am not satisfied their answer and I researched through Medical Astrology principles and found the cause. As per Medical Astrology the child birth will depend on
1.Birth time of couples 2. Their birth periods 3. Their food habits, life style etc... and 4. Their time of sex causes for their defective childbirth. See statistical data of Mentally retarded in India 10.3% in 2001 and in US more than 1 in 20 child births(all birth defects)...Every couple can avoid it and give birth to Healthy and Brilliant child. 
My advise
1....  When brain cells doesn't received sufficient oxygen before birth then the child will be mentally retarded..
2..    Your unborn child's brain needs 60% water on his brain volume.  Mother has to supply it.
3...   Mother should leave unhealthy  food and take healthy food which will contain needed nutrients, digest in minimum time and consume minimum oxygen so that the child's brain cells will be opened and activated.
4...   Sleep without disturbance for minimum of 5 hours not more than 7 hours.
5......If you follow above you ( couple) can avoid mentally handicapped or retarded births.
